The purpose of the Bivins Scholar Program is to educate ministers to preach the Christian religion. Scholarships are provided for undergraduate (junior or senior) and master's level education that leads to a degree that prepares the student to preach the Christian religion or enter into vocational ministry. Scholars must be a permanent resident of the northernmost 26 counties of the Texas Panhandle. The northernmost 26 counties of the Texas Panhandle are Armstrong, Briscoe, Carson, Castro, Childress, Collingsworth, Dallam, Deaf Smith, Donley, Gray, Hall, Hansford, Hartley, Hemphill, Hutchinson, Lipscomb, Moore, Ochiltree, Oldham, Parmer, Potter, Randall, Roberts, Sherman, Swisher, and Wheeler counties.
